I have the honour to transmit for

your consideration the enclosed copies of two letters

from the Inspector of Schools, dated 8th. December and

16th. February, recommending that a second European

Assistant Mistress should be appointed on the staff of

the Belilios Public School, and making certain proposals

with regard to the salary of the staff.

The salary which Mr. Brevin recom-

mends for this second Assistant Mistress is $115 a month,

rising by triennial increments of $20 to $155 a month;

but, in view of the fact that, acting on the suggestion

contained in paragraphs 7 and 8 of Mr. Brewin's letter

of the 8th. of December, I have decided that the school

fees should, after the Summer holidays, be raised from

50 cents to $1.50 a month, the increase of expenditure

involved by the appointment of an additional European

teacher will be almost, if not entirely, covered.

3.

The question of the salary of the

Headmistress and first Assistant is also necessarily

raised. The Inspector of Schools recommends that the

salary of Mrs. Bateman, the Headmistress, should be
